IPATA Policy: Emotional Support Animal Statement

IPATA urges all airlines to require passengers attempting to bring an accompanying emotional support animal to provide the appropriate verification documentation in advance, including a letter from a physician or mental health professional verifying that the animal is necessary to provide the appropriate level of emotional support to the passenger.

IPATA believes the airlines should have the right to require this documentation for each animal attempting to board its aircraft, for the safety of all passengers; and the ability to reject those without the appropriate paperwork. Airlines should also have the right to prohibit certain types of animals in the cabin that may be deemed unsafe, unsanitary or that may interfere with other passengers' experiences which could include allergies or other health concerns.
